I broke the charcoal evap canister when I took the C4 apart, and now I'm looking at the location of my fuel tank and the vent line in the filler, and I'm thinking it would be a good idea to have a working evap system.

question: can I replace that at no budget hit?

I thought you might have something under the emergency/wear and tear rule, but:

Parts may not be replaced at no budget impact under this rule if they were broken or heavily degraded when the car was purchased, or if the competitor knew failure was likely due to modifications.

 

I would have thought that stock emissions stuff would be on the budget exception list

I would think you're okay, I had a similar situation with breaking my windshield while pulling the engine out during a test fit and people said I was okay.

If it was working and in good shape when the car was purchased and was damaged during removal I would argue that rule is not applicable.

What's it look like inside? Can you make one with PVC and

???

Emissions are not on the budget exemption list. Only a few safety items are. 

There have been rulings in the past of being penalized for breaking an otherwise good part. But I'm cool with no budget hit if you replace with an equivalent condition part.

I don't think it's legal. Both from a current rules standpoint and from the can of worms it opens. I'm personally fine with it, but that doesn't mean that it's fair. Going to have to ask Tom on this one. 

Seems like that would be an easy junkyard find.  Or from someone taking it off thinking that there's power to be made by making the car more dirty.

looks pretty simple. You could use the stuffins from your old cannister. (the Kingston thing was a joke)
