That "mini bike" is a LOLmobile if I ever saw one. 
A friend of mine had one of those style mini bikes with an 8 horse on it. Freakin' thing would scoot!
Although the front end is bent it looks to be a early 70's Columbia mini bike made in west springfeild mass as i recall. I had a hand me down one growing up....miss it to this day.
