Titled as a 1975 car sounds like some registration fraud. Some goggling says it is more like a year 2000 model.
If this was a 1975 then this little known product was certainly leading the way with modern design line, styles and processes.

Actually, they've had these little runabouts in France for a long time, they're almost a "Rascal replacement" over there. That said, the 1975 ones tend to be designed using an even straighter ruler than Volvo used in the '80s.
They're also very, very slow.

My guess is being titled as a 1975 is a way around emissions regulations or something like that.
