They are intended for staged injector applications where you want a second set of injectors in the charge pipe, but could also be used for converting a carbed manifold to EFI if you don't want to use a conventional fuel rail. (The fuel rail would probably be cheaper if you can get your injectors aligned. The main advantage would be you could drill the manifold with a hand drill and JB-Weld these in, if you didn't have a well equipped shop.)
This one fits EV1 / EV6 type injectors with 14 mm O-rings. They're American made, cut out of billet aluminum.
