So, I went ahead and started an english wheel build. Not as easy as I thought it would be what with weld warp and little room for error.

Had to figure out how to attach the adjuster since it was not a clean fit to the frame. Welded inside the tapered nose-cone so as to have a cleaner interface between the frame and the adjuster.

The Hoosier adjusters are top qulaity parts.

Still need to figure out how to build the last leg...It has a taper to it and the steel is 3/8" thick. This might be a plasma cutter buying opportunity.

I don't know what I'm looking at, but I like it!

EDIT: It seems to be some sort of tool to turn flat sheet metal and some patience into hunks of scrap and blind rage

For a guy who does not know what he is looking at, you seem to have the gist of the matter.

Worse case, it becomes the worlds most awsome and expensive nut cracker.
