Would it be possible the edit button from the top right to the bottom right and make it the same size as the buttons on the bottom right?

It's possible. Quite easy, actually. But from a human interface design perspective, a terrible idea unless you want to click edit when you mean reply. There's a reason they're separate.

Hmmm.
I actually would think that having it with the other functions that involve manipulation of the post as more intuitive. I would put the edit button to the left of the quote button. It would put all the "controls" in a single location. It would also be nice if the edit button was the same size / type button as the quote and the reply button.

Is the current set up laid out with the thinking that the controls that are specific to the post creator are on the upper right and controls / options that are for other users are grouped on the lower right?

That's the way I'm looking at it. Anybody can quote or reply, but only the author of a post or an administrator can edit/delete posts.
The site will be completely revamped (completely...very thorough rework) over the next 4-6 months, so new board software will be among those changes. The Classic Motorsports site will see the new software first.
