looking at a 1999 323i for a beater seller says that the only problem is that the seller says that "It has no power going to the o2 sensors and the secondary air injection system." any ideas what this is and how expensive a fix this is? Might go look at it thought I would ask here first.

If there is truly no power being delivered to those systems, it sounds like a wiring or ECU problem. I don't know how willing you are to deal with such issues, but I'd already be running away.
