When the factory offers a HP rating for a car (and I understand there is a lot of fudge factor in this), are the numbers typically based on whp or measured at the flywheel?

There's not supposed to be a fudge factor, the SAE ratings are pretty specific as to how the factory tests are performed. And yes, flywheel.

I thought when they changed the rating system they put it to the wheel and not the flywheel anymore.

now is brake horsepower rated at the wheel or flywheel?

Brake horsepower is just a type of measurement device. Published figures are usually at the flywheel same as SAE.

SAE-Net horsepower is measured at the flywheel and accounts for the drag of engine accessories and intake/exhaust systems.

No, when they went to net hp from gross hp, the difference was that then engine was set up as it would be installed with accessories, etc.
