Anybody familiar with GM proportioning valve on disc/drum system, old 1980 Buick . ? ?

Like when I bleed the brakes am I supposed to push what appears to be a rubber button on one end of the valve body at the same time ?

Haynes manual is vague and I'm having no success bleeding and getting a hard pedal .

make sure the pin inside of the rubber button is not popped out. otherwise gravity bleed. there is very very low flow to the rears of those. and the pedal will never get very good to begin with.
