If the law was strictly enforced like so many of you seem to think it is, you would have a point. But it's not.
If a corporation started doing engine swaps and claiming to be legal, that would be something the EPA would do something about.
But if you did it, I doubt any of them would care. Nor could they enforce it.
As a matter of fact, some up at the office of mobile sources would think it's cool.
