Sorry man, but the rules are the rules. If you don't want the parts to affect a Challenge budget, they have to be equally available to everybody. If you don't like it, don't complain to us or aussiemg, complain to GRM for writing the rules that way.
You can still give them away to somebody in the SE, but they WILL have to report a full FMV on them, since you didn't offer them to everybody.
