I've been looking for an electric power steering rack from an EP3 Civici Si to no avail. Any suggestions on where to look? Civic forums and craigslist have been fruitless.

Check the "parting out" sections of ClubEP and EPHatch. I recently saw one for sale. Check SHAGEasy's ride thread on EPHatch. He may have one. Or ClubRSX. I've seen several threads there re. the EP system.
