They made the rule partly because people were importing gray-market vehicles of non-US-spec versions of vehicles that were sold in the US already. Companies got pissed because they weren't buying their US-spec vehicles, so they had a hand in lobbying for it.

I also know that cars being right hand drive is a big part of it, as the Guvment wants new testing. If you could ever end up importing one under 25 years old, I imagine it would be a left hand drive one. A lot of military Rovers were LHD.

"VSP" eligibility numbers are assigned to vehicles that are decided to be eligible under 49 U.S.C. ยง 30141(a)(1)(A), based on a petition from a manufacturer or registered importer which establishes that a substantially similar U.S.-certified vehicle exists.

Bill Burke lives around here (or used to) - I actually took him wheeling on his 50th birthday. He once walked in to our shop and asked "Where's a good body shop? Night vision goggles don't give very good depth perception". I would not believe that excuse from anyone else.

As for the one obstacle - some obstacles favor short wheelbase vehicles, some favor long wheelbase. That's just how it goes.
