I've been told that this is kinda slightly rare? Factory installed on a '95 Legacy Outback wagon. Just curious if it's worth trying to sell before I scrap the car and can't find any to base it on. Thus, I ask the all knowing GRM.

Rare? Not terribly. I've seen it on quite a few early Outbacks. That said, Subaru owners feel their used parts are worth their weight in gold. All bugeye WRX wagons came with a similar wing, and I've seen those go used for $75 and up online.
I'd take it off the car, regardless. You might get $30-50 out of it from a Legacy L owner.
