I have some rusty spots on the body of the Yugo and I was thinking of painting those spots over with a rust converter paint. I can paint over a rust converter paint correct? Also is there anything that works that doesn't cost as much as POR-15 that works decently?

POR is spendy but a little goes a long way and I haven't seen anything as good.

Is it rusted through? Take it down to shiny metal if not and use a good filler on it.
I've done various budget rust repairs and they just slow it down unless you actually remove all the rust metal. It always seems to come back.
Also, get a preval spray system and get some real primer and use that.
Here's the thing that I can't figure out though. If you were to cut out the metal and weld in a patch, you still have bare metal on the backside of the patch, or at least where the weld was made.

I've used ERF available through JC Whitney for about $40 a quart. You have to paint over it afterwards, because UV rays damage it. Did the floors in my old mr2 with only a wire wheel to prep it(ok, shop vac, too). 5 years later, no new signs of rust. Sold it that way. The stuff is very thin, and a quart goes a long way, and the directions say humidity HELPS it cure. My old can finally dried up, so I was just about to order some moer for the Swift. As far as getting a smooth surface, like a body panel (as opposed to floorboards, wheelwells, etc.)I support the last guy's opinion-shiny metal+bondo. BTW ERF stands for Ends Rust Forever. Seemk somewhat plausible to me.

I painted the Lethal Locost with Rust Bullet. Where there was some surface rust on the steel (like the Corolla axle I used), the stuff stuck awesome. Where steel was nice and pretty new, it flaked off in sheets. It can be painted over - I covered the Rust Bullet Silver roll bar in flat black.
GRM has used Rust Bullet on some of their projects - the ratty Miata, I remember, in particular.
I will likely use POR15 on chassis #2.

How much do you have to do?
I got a little jar of Permatex Extend Rust Treatment at Ace. I have two small spots on the Celia where rust has taken hold. I'll need to actually repair it at some point, but for now, this stuff seems to have stopped it from getting worse.

I was thinking of wirewheeling the spots and then painting over it with some rust converter paint. The main bad spot is the hatch.

Just about every "rust converter" that I have ever used said that you need/should paint over it to better protect the "converted" rust from further corrosion.

I'm going to try some of the Rust Bullet on the e30 as per instructions. (Which seem to be, wire brush, wipe down, apply.)

This is true. The surface of dry POR-15 is very hard and glossy. They suggest a finish coat within a certain period of time (still slightly tacky) or use their primer after that.

I preferred Rust Bullet over POR 15 on some former rusty Civics. My current 2000 sedan got some Rust Bullet to fix some rust that started up in the fender well (typical Civic rust).

Another vote for Rust Bullet. Its thick and smelly, but it bonded well to some rusty parts on my Datsun. Its been holding up for several years now.

Rustoleum rusty metal primer, cut about 50/50 with acetone. Cheap, and more effective than most of the things listed above.
