No, it's not. 1985 and older vehicles can be registered without a title; this one is too new.
I'm confused about this 2.8L V8 talk. Confused and uncomfortably excited, actually. That's not really a thing that you'd find in one these, is it? I see there's something about squashing 'Busa motors together to get that, but unless there's a clever disguise going on here, that can't be what this is...
I had one for a while. The pros are great visibility and genuine utility. It's an honest SUV, not just a tall station wagon. The cons are underpowered, loud, poor handling and not very good gas mileage. It was reliable for me, but the friend that I sold it to didn't fare as well.

yeah its a 2.6 v6. I'm not sure what that's about. I emailed the guy and he is gonna send me some more pictures.
The 2.8 is hit or miss on durability, but they are weak sauce. The I-4 had a tendency to warp heads, but otherwise was OK with a manual trans.
Should be something like 120 hp and 140 ft-lbs. stock. But 2.8 Troopers are great because the 3.4 out of a Camaro is damn near a bolt-in affair and will get you another 40 hp and 40 ft-lbs before any other modifications.

Vermont doesn't require titles before...1996 I believe, and they're more than happy to register a non-resident.
Then you take their paperwork to your title place and blammo. Titled.
