The FBI should drop the wrecked car off with the insurance company and say "here you go....this is what you usually get back of a car after paying the insurance claim, so enjoy!"

don't forget to add prosecutorial immunity too. Prosecutor can purposely shaft you and they are immune to any prosecution for it.
