I would say so.
Brands Hatch has a bunch of rather nasty corners but oddly enough that seemed on one of the more harmless ones. But there isn't a ton of runoff on that course.
I've done a couple of trackdays there (albeit on the short course, the accident looks like it's somewhere on the full course) and there were usually a car or three that needed a tow home because they crashed somewhere on the grass and ended up in the guard rail...

At the beginning of the video, it shows him running someone in the grass through the chicane. May have been something building up and finally someone had enough. Not going to say he got what he deserved, but he certainly can take some blame for not giving any room on the track. Seriously lucky noone got hurt.
