    constructive? really? sueing the taxpayers for millions is not consructive. going on opra and telling the world how evil the LA police dept. is and telling about ticket quotas would be constructive. not sueing for $2M.

    I disagree. Making institutions fear lawsuits and changing legal precedents is one of the best ways to get them to change their behavior. You can look at it as being the taxpayer's money but it is the same anywhere you go. You cant sue a private business without their payout being generated by their employees who might be doing right. Taxpayers are definitely getting ripped off here, but its not those two men who are doing it, its the department. This isnt any different than a business exposing itself to $2m higher expenses because its not controlling costs effectively. Limiting your exposure to lawsuits (by not doing blatantly illegal things) is part of controlling your exposure.

    Some places have quotas, some don't. Most areas that do have them just to make sure traffic stops are done. Most in the St Louis (St Louis has over 43 municipalities) area have maybe 15 per month, but a supervisor may ask that more are done, not usually over 30 per month. 18 a day is unrealistic.

    A traffic stop that goes without an issue takes maybe ten minutes. Lets just make that or average. Eighteen in one day takes one hundred eighty minutes. That's three hours not including the time of sitting as cars pass or pace time saying, "No, not him, he's got a purple heart plate, no he's got a ninja sticker..." So now every officer its held up for half their shift just doing traffic. That its not good for the public. Enough enforcement to keep people from running stop signs and to keep every street but hall and Broadway clear of street racers IS good for the safety and sanity of the public.

    A small quota can be good for police who need to be supervised. Most good cops know how to keep everyone safe without writing eighteen a day and they do it without stupidvisors.
