Can one purchase a wheel rim with no hub in the center?

I want to make 15" rims into 13". Pop the center out, turn it down, slip it into a wide 13" rim and TIG as necessary.

Unless you guys have a better idea, this is all I got.

I know steel wheels can have the center replaced, so getting a steel rim should not be too much of a problem. I am a little confused as to why you want to turn a 15" rim into a 13" rim. There are companies that can manufacture a rim as wide as you want. I'm not 100% sure of what your goal is, but it sounds like there are better, easier ways to get there. I know there are many companies that do steel wheel repairs. They just weld two halves together and put the center piece in where you need it. A quick web search on wheel repair should get you pointed in a better direction. Are you talking about diameter or width? That may be where my confusion is kicking in. I get all my steel wheels from Bassett. I'm 98% sure they can make whatever you want. If you are talking about turning a 15" diameter wheel into a 13" diameter wheel, I'm pretty sure the radius will not match up.

maybe doing something really cool like taking a 15" torq-thrust and chopping the center out of it, then turning it down so it can be welded into a 13" rim shell? that would be bitchin!
