Specifically, miata... I know “use OEM only”, but in a pinch, where can I skrimp, and where do I need to go wallet deep? Timing belt, head gasket (mls), and valve stem seals (I’ll be doing felpro or Mazda brand on these)

I like Felpro.
I have in the past used Sealed Power, Victor (are they still around?), and Engine Tech, though I was not impressed with a recent Engine Tech MLS 2.3L MZR head gasket.
Definitely OEM head gasket, OEM or blue Gates timing belt, OEM valve stem seals (not supertech!).
I'd go with OEM cam & crank seals as well. You want the OEM MLS exhaust manifold gasket too, but those can be reused quite easily. OEM oil pan gaskets are definitely recommended.
The rest of them I would be less concerned about.
