I think the Smart makes sense in European cities where they can be parked at a right angle to the curb legally in 800 year old cites that grew around cart tracks. Cart like in horse drawn. They are explicitly urban cars. A neighbor has one and while it is cool to look at, It has a terrible shape in terms of areo (which the epa figures reflect) and really does not make sense in Portland Or. It don't doubt that for your application where you live it would be useful. For me in my open west secondary and freeway centric driving environment an early 90's civic vx or 96-00 civic hx is a "greener" car for a fraction of the cost.
