The bumper on my Outback is metal with a thick plastic liner of some sort (see the pictures). I drilled through both and through-bolted it. The aluminum bar that my lights mount to can then be bolted to the mounts so that I can put it on and take it off.
Here is what it looks like. Note that it doesn't stick out beyond bumper and create a hazard.

BTW get a set of 15" Legacy turbo rims. I think they are pretty strong and can be had cheap.
They also came on early Outbacks. Here is mine in all of its 400K kms (250K miles) glory.
BTW you guys need to stop whining - gas here is $1.39 a litre which adds up to about $5.28 a U.S Gallon.

Lizard - the Brighton was Subaru's budget model, so if you see a legacy from that era without the roof rack, thats probably what it is.
