Not necessarily. Some people are just that damned lazy. I now only deal with a no-title vehicle as a parts car that has parts (ie overdrive transmission or hard top) I really need.

I did it in 2015, but that was for a quad which I got in 1997 when off-roaders didn't need a title. I also had the MSO. It's a better story to tell a judge than "hey, I bought something street legal a couple years back and didn't get a title". You will have to go in front of a judge regardless and you'd better have all of your work done ahead of time.
