They taught us this in driver's ed and address it in the driver's test. Maybe some people need an expensive reminder how to drive properly?
In Munich, at least, you get BIG tickets for encroaching into a crosswalk. I saw a guy haul off and boot a silver VW for being in the way. Driver tried to shrink from view. It was awesome.
