If I was to guess... its on the passenger-side because the car's owner wouldn't see it there. Maybe they cut someone off in traffic, or maybe they parked in someone else's spot... either way - gonna need new wheels and a paintless dent repair superhero in about 100'.
The "Zombie Fog Lights" are mine. When you regularly rally your car down the local dirt roads in the wee hours, and only have $10, that's as good as it gets for extra lighting. They worked quite well a few months back when I sold the car.
