Gas. If that doesn't work, just add matches.

Seems they always grind the first layer of asphalt/concrete around here rather than using a chemical agent.

Brake Fluid seems to be rather effective at removing most types of paint. Can't tell you if it will harm the asphalt.

Graphiti remover or try wire brushing it off. A wired brush is harder than paint but softer than rock.
The problem with solvents is they'll leach the asphalt out of the ground. I don't know if it is a problem or not though.
They use propane torches to remove old road markings (like the kind you can buy for weed removal)
All great ideas, and I pitched them, but he had decided he'd rather just paint over them... Oh well, my buddy that suggested the paint-over is splitting his drink with me...
