do you need more voltage for more mass?

Amperage = torque, voltage = power (and arcing, which is bad).

So to follow the GM/Cadillac school of design, MOAR AMPS!

How exactly do you take a "fighting stance" while on a scooter? We all know tazers have caused citizen deaths. Was the officer really threatened enough to use a tazer on a morbidly obese disabled woman in a scooter that was stuck to the floor? She wasn't going to shoplift anymore. Hell, she wasn't going to the bathroom without help. How big a threat to the officer's safety was she?

After all, the International Association of Chiefs of Police recommends:

"A use-of-force policy provides police officers with guidelines on the degree of force appropriate when responding to a subject, “based on the subject's action, the officer's perception of the situation, and the available types of officer responses. ” A use-of-force continuum is a visual representation of the range of force options that officers may use in responding to a subject's actions. Generally, they should employ the minimum amount of force necessary under the circumstances. "

Who here is in fear for their life when faced with a morbidly obese disabled woman in a scooter that won't move?

I don't care if she was a threat. She was shoplifting, assaulted one person already and was ready to do the same to a tax officer (cop). As far as I'm concerned, if he tazered her for the sport of it I'm all behind it.
In fact, tax officers should be able to do more. When I'm in charge here's my plan to reduce crime. Are you on death row and lost your appeal? ZAP-FRY. Have you just been convicted and sentenced to death (life in prison is no more) using DNA evidence? We kill you in the parking lot. Prison riot? Let them riot, the last man standing get's pudding.
Running from the cops? Each cop involved in the chase get's one good punch per mile the chase lasted.
    Sorry to hi-jack.

Now that's just sad. Really. You get one shot at life and that's how some people chose to live it. What a waste.
