I know we've discussed it before and I've seen it built.

 

But,  can it safely be build in stackable stages?

or do they need to be completely screwed together?

Depends how permanant you need it to be. Ive moved houses with cribbing that was stacked 10 single rows high before

I'd think stackable in stages would be just as good as screwed together if they're interlocking somehow. The weight of whatever's on top will tend to keep them in place anyway.

Not this time,  but my experience has shown hot sauce on the fence rails encouraged the behavior

I was not sure either. The Horse problem is more amusing; when horsed turn into giant termites!
