Billy, I didn't know California charged you to leave also, but it doesn't surprise me. People (and jobs) moving out of California (The PRC) are the state's biggest export.
Not that PRC, the original one.
That said, I'd gladly pay $10 to get out of California, too.

Don't know when they started but they have been for at least a year. I have a friend that works there and comes back to the states a couple times a year and occaisionaly someone from my office goes down there. I've never had the chance yet. My friend told me that if/when I go down there be sure to show my dod passport as the fee is half. He has to pay it every time he goes back. Of course with us it doesn't really matter how much we pay as Uncle Sam is the one paying, we just use the dod passport cause it saves the taxpayer money.

It's not that a big deal for most seasoned travelers.It's standard in South America; IIRC, I had to pay a "visa tax" going into Guyana, Suriname, French Guiana, and Chile.

For Chile it is called reciprocity fee, (payback as I like to call it). As Chileans have to pay a $100 dollar visa application fee to enter the US. I don't mind since the 100 dollar fee is good for the longevity of your passport, which is much longer then any Chilean will get for the length of their travel visa to the US.
