Based upon my experiences with my wife and everyone who tries to use the new can spouts you either have a malfunctioning spout or you are blessed of the gods.

I have resorted to using a funnel and just pouring right from the jug. Going back way old school.
The metal "safety cans" usually don't have all that stuff because they have spring loaded flaps on the top. They don't ride in the back of a truck well, but for around the estate I like them a lot.

Sounds just as much likely to be a safety issue to not spill fuel all over the place.
One of my peeves is that the spring loaded spouts, which work fine for cars, make it difficult to add fuel to a plastic tank on landscaping equipment. Which, of course, comprises about 90% of the times that I use the fuel can. I'm sure that the tank on my mower is due to develop a crack in it because of this.

Part of the only thing Bush II did with the EPA. Also, it's based on a California rule from 2001.
Also note, the rule doesn't mandate a design, as best I can read the rule, but it just says how much is allowed to leak out of it. Just putting fuel containers equal to cars.

My issue with the cans is that we can get gas for $1 a gallon or less with grocery-store perks card, but you are limited to 30 gallons. People with smaller tanks fill up another 3-4 five-gallon jugs when they can. That's a lot of spillage, and it occurs back at home when they are trying to fill up their car in the driveway.

Believe it or not I wanted to go to work for the EPA about that same time.

The only way to have never had a problem with the new cans is to never have used them.
All I have is a bunch of the "new" cans. A few different types. One in particular is a major pain in the ass to use, but the others I dont really have an issue with.
I swear I would spill more gas with the "old" cans. The new ones I can tilt it upside down over the item I am filling, and then crack open the spout, close it when I want to stop. No spills.
I leave the spout at the store and buy a nice funnel. To seal the can take a piece of old gas can plastic cut to cover the hole, cut a piece of cork gasket material to fit and hold it down with the threaded ring that holds the spout.
Suprised no one has thought of making adapter kits for the new cans, since cans are only regulated from the manufacture, and you are free (for now) to modify the can to your needs once you buy it. Hello anyone? sounds like a great way to reintroduce manufaturing to this country is ideas like this.
The key is keeping small widgets being made here. Just doing my part to try and offer suggestions on returning this country to being a place that actually makes some things.
