A buddy of mine has a 1999 civic that he just changed the spark plugs and wires in. He thinks, but is not certain, that the rev limiter kicks in a grand and a half lower than before.
Is that even possible? Could changing the plugs have any effect on the rev limit? I know that's a silly/naive question, but I honestly don't know jack about hondas.
Distributor can cause all kinds of weird stuff on these cars. Also the VSS.
That said... he's not CERTAIN that the rev limiter is a grand and a half before? Doesn't it have a tach?
What model Civic, it should be easy to find out what the rev limiter should be at, and don't verify based on the stock tach, they are terribly inaccurate.
There's a real easy way to find out where the rev limiter is...
The rev limiter is temperature dependent. There is a lower rev limit if the engine isn't up to temp.

Good call. I just asked, and the low rev limit was present when the car was cold, but not when it warmed up.
Also, if the old ign stuff was crappy enough, it can simply be reaching the limit quicker
