I was using a shop vac in my basement. It stopped working. Noticed all plugs on that wall stopped working except the GFI plug  Breaker is not tripped GFI on that circuit still turns on and off with breaker. Can a bad GFI still show a green light and all outlets downstream stop working?

Update. Bad GFI. Also it was miswired. There was a burn mark inside the box from the hot wire!

Mis-wired or loose connection? 

Two tools to have which are not expensive are a receptacle tester and a live wire pen. You can likely get both at any home store for less than $30 all in. With those you can diagnose an awful lot of home electrical situations and do your own basic wiring jobs.

Not sure but everything is working now. I do have those tools and used them to make sure my hair stayed uncharred.
