usual rust means that there is no floor or rockers to speak of. That seems to have unusually low rust.

I think you should run "away" from it at negative-as-fast-as-you-possibly-can.

Got a response....it's now $400... He thinks the wheels are worth $300.
and.....by chance....driving between offices I saw the car...
this is the worst of it.
I sent him an email asking if he'd sell the car without the "$300" wheel and tire package.
otherwise....who wants the address for the $400?

Uh, he's smoking crack. Those look like plain steelies in those photos. They are an odd bolt pattern (4x98mm) but not exactly desired, but I guess you can have them widened.
I would write back that factory steel wheels are not worth $300 and that you'll offer him $300 (scrap is about $250)
