Maryland used to leave a couple older units on the medians of I-95 with a mannequin in them, for that same reason.
They stopped the practice because they got so many 911 calls from motorists reporting that there was an officer unconscious and in need of medical attention.

Be very very very cateful if you do this. Real copsfrown upon impersonating a officer.Don't even think of hooking up the lights (or be real seeky with the wiring.) Be prepared to be hassled constantly.

I have one that is used for pizza delivery. It used to have full decals and lights, but we removed them except for the spotlights and antenneas. Have always wanted to put new graphics on that either said PIZZA instead of POLICE or maybe paint the car solid black with CRIMINAL graphics.

I had a guy come up behind me, I was doing 77mph and he hit the wig-wag alternating headlights. You know that hollow sinking feeling and makes your butt pucker?
I moved over, he flew by. It was a young black guy in a Monte Carlo.
