Don't have any knowledge about swimming pools, but my neighbor has a rather large (10' x 10') fish pond in the back yard.
He has a floating electric pond heater that he puts in it in the winter. Temps here have been at or below freezing most of the winter and his heater has kept the pond ice free.
Maybe a couple of those would help during the worst times
