In my opinion, neck (and forehead) tattoos all say the same thing regardless of what the ink says; they all say, "poor decision making skills."

Agreed. It's important to remember that a person's body of work and/or accomplishments are only part of their sum total as a person. Einstein cheated on his wife.. That certainly must factor into how he's viewed as a person. It has no bearing, though, on his accomplishments as a physicist. Watson (...of Watson and Crick, who got the nobel prize for the structure of DNA) used stolen x-ray crystallography data from a rival (Rosalind Franklin.) He's a jerk, a VERY smart jerk.
This is the same. Jessie is a skilled craftsman, probably even an artist with metal. His inability to keep his fly zipped does not change this, but it does affect how I view him as a person.

When I got promoted at work, my wife cried that night. Not that I was getting apromotion, nor the pay increase that went with it. She said "successful people cheat on their wives..."
I looked it up, and it has some marrit, the more people get promoted, the more likely they are to cheat....
tiger, Jessie James, and a Slew of other before (and after them) it only adds to the statistics.

basic ink does not bother me but the giant forehead tattoo looks odd to me. it looks like a giant billboard. I guess if you got paid to advertise something on your forehead; but for free?

I would disagree about the neck tatts. People are free to do whatever they want to themselves as far as I'm concerned. Now getting aforementioned high profile tattoos and expecting all forms of society to hire or even welcome you would be "poor decision making skills".
I'm also free to laugh and point (mostly at the forehead tattoo - that shiz is funny)
