Whoever bids higher wins. Or if the same price whoever bids first.

I keep trying to use CL more, but I am 3 hours away from a real metropolitan center which has a good sized CL site.

The $1 outbid is exactly how the system is supposed to work, a higher bid will only increment up $1 until a still higher bid is received.

The running up to the limit is suspicious but when you use very round numbers like $50 and $100 that probably more likely. I like to use rather strange bids like $102.57 just so I don't get overbid by a $101 bid.

Over all though, eBay has become a bit of a joke, there are very few "garage sale" type sellers anymore, and many of the other "store" sellers are selling thing at higher prices than you could get them in a store (e.g. selling Harbor Freight items at a 20% markup). Still some good stuff out there, but certainly not what it used to be or what it was likely "intended" to be.

I've noticed that the shill bidding followed by backing out of the auction to run up to your max bid has become somewhat common. Sniping would stop this since there is no time for people to figure out your max bid.
