The "Levels" part amounts to a tutorial. I've only played the very first level. However, in Challenge mode, it appears that you have a budget and are scored by fast times...

I've been trying to make a piston engine for hours. The piston/rod/crank was easy but I can't for the life of me figure out how to do a head with working valves.
Also a rotary is going to be nearly impossible...
