I have never seen a pump with a vapor recovery nozzle.

Pumps around here may have a rubber/plastic disc that keeps any gas from spraying you in the event that it overflows, but no accordian looking thingys here.

Having been to Canada and the US fairly recently I figured I would have seen a variety of gas nozzles.

LEED - Leadership in Energy and Environmental Design
Soooo sick of hearing it since our new building at work is LEED certified and they are very happy with themselves about it.
Green Cars, as in British Racing Green.
Even Japanese Racing Green... haha
I have seen three different "vapor recovery" systems in my travels. Just don't remember where. I think VT has the accordian things. It apparently is a state by state thing.
