What about seatbelt laws? Those are certainly enforced, and it's a lot more difficult to see the angle of a shoulder belt than if someone is holding up a phone. Of course, the seatbelt is a much less expensive offense.
I have heard about anti-texting laws increasing accidents though. You still end up with morons texting, except they have to hide their phone in their lap and take their eyes so off the road that they can't even see what's going on in peripheral vision.
