It should be much easier to find a rust-free Mini for cheap that's 15 years old. If this goes through, I'd say it would have a possitive affect (for buyers) on the US Mini market.

Which part?
Currently, a non US market car has to be 25 years old, or more, to be imported to the US. This petition is an effort to get that age reduced to 15 years.
