It does say "or best offer". Maybe he's expecting the usual low ballers, so he inflated the asking price thinking that maybe he'll actually get what he wants for them.

I've seen those and know where they are, he's a junk/wrecking yard near me. I had asked about them a while back and I think I remember him saying he wanted 2500-3000 for the pair. Supposedly one ran when parked, too rough for me at that price.
The one on top of the container looked like a Devlin from the rear section but I didn't recognize the front end.
