are you referring to Illinois's emission laws?
I think they are some of the most logical out there. Nothing under 96 is tested. Anything newer than 96 is OBDII and all they do is a once a year plug into the port before your plates are renewed.
Well, now that I think about it, I guess that you're right. My knowledge of it comes from a good friend who would test the cars, but he quit that job about five years ago. He said he couldn't believe what would pass and what wouldn't: a Honda Civic getting 38 MPG average (according to the owner) failed three times, and yet my brothers gas hog pickup that would put out blue smoke about half the time didn't fail once.
