Why would you wonder, it's obviously not here in the gentle ole USA, where everybody is to blame but the E36 M3head who did the crime.
In some places cops just do their job without being scared of repercussions.

Having gone to school with a lot of South Americans, anecdotal evidence suggests it's really easy to not be mistaken for a smuggler. The more appropriate concern would be the rampant corruption of the police forces there.

When the baddies try to shoot your helicopters down, I imagine that makes you a little less worried about the occasional mistakenly damaged property.
Difference between cops and military? The military would have dropped on bomb on the plane and worried about it later.
At least cops say "oops".
