To me it looks more like a shear with missing blades. Thus scrap metal.
Going down the patent rabbit hole learned me that it was patented (or patent applied for) the same day as Tesla was granted one for an apparatus for transmitting electricity and also the motorcycle seat was invented. And a few years later I was born. And I am pretty unique as well. But as for the tool I have no idea.

No, it’s not a shear. And no, it’s not missing it’s blade.
But it’s probably still scrap metal. Unless you will be installing asbestos shingles.
His shop has asbestos shingles as does the house. Wonder if they just left it there.
It’s certainly not scrap. Even if it’s no longer useful for its intended purpose it’s a really cool antique.

Well if it is used to cut shingles, then it is a shear, just not a sheet metal shear, and maybe it doesn't need a blade more than it has.

It doesn’t exactly shear. It snaps the tile uniformly.

That’s a ceramic tile cutter, but they work similarly.
