Have you tried boat salvage yards?
Other than the pulleys on the shaft, the whole thing is kinda DIY with some strategically located pulleys and wire. I hated the things when I had to deal with them at the boat fixer-upper shop.

You don't want to hear this, but I just threw away two last year.
Super simple. Hit up a boat salvage yard for a helm. Nobody wants them any more so they're probably cheap unless you get a fancy brass one. Then go to HD or Lowes and buy a clothesline kit. It will come with coated cable, clamps, and other hardware. Then get some pulleys and you're there. I've done it a few times. Works great.
