I had a bunch of extra tools that didn't fit into my normal tool cabinets.  Looking for something in 2 soft tools bags full of pliers and hammers was a pain.

I still wanted them accessible, but didn't need to spend $200 on another steel box.   I had ALOT of PVC pipe and gutter down spout let over scraps.  I cut them down to 6" and hot glued them like a honeycomb into a thick stiff plastic flip lid box, about 12" deep.  I leave the lid open and pull it off a shelf when I need a tool.

There's probably 30 ft of scrap pipe in there.  Cost?  Some glue sticks I guess....

You could also use the glue they use to glue the pipe together

Great way to store welding rods, too.
