I have a neighbor who gets by scrapping.  I give him all my normal stuff but now I have scrap from the 350z that I need for recoup.  Could I just weigh it to document the amount to claim for recoup then give it to him?  Just feel bad not giving him some good scrap.

Yes, use FMV for scrap.

2- I don't see why not. Basically the same as self trading. And if anyone complains about shady deals recouping on scrap (which is all but worthless currently) just let me know and I'll throw a pie at 'em.

When he is done, tell him to swing by my last job site.  I left two boilers, and two water heaters there yesterday.  Going to have to pay somebody to help remove them.  I took the copper thou.  Last run of scrap copper and brass netted me $910 and now a month later the pile next to the garage is getting unmanageable again.
