Cool! The only catch with the DC Metro area (at least the Virginia side of the border) is it has to pass emissions. Most emission stations just check the CEL and do an OBD2 scan - if that comes up clear it's game on.
The new thing in suburban VA are the mobile emission sniffers - I've passed through 2 in the past week on interstate on and off ramps...
That $600 one would make an amazing Lemons candidate. I'm sure you could talk them down to $500 or sell off $100 worth of parts.

Didn't these cars have issues with the matrix of the 1st catalytic converter (located in the exhaust manifold) breaking up and damaging cylinder walls? I think some Altimas with the 2.5 had the same issue?
Some MR2 Spyders suffered from the same issue.

Yes and that is why you want one that had an aftermarket header on it.

or apparently just lie about the purchase price like everyone else, i've been told repeatedly. at least at the challenge you get a bigger starting point and i didn't question any cars except one, and it didn't do crap anyway

The QR25 is a total hoot and makes very good power for an NA 4 banger, but it has, and deserves, a pretty poor reputation for longevity. As for making it a lemons car, you'd kick butt early, but likely be watching after the first hour or two. From what I've read, even the factory backed cars were changing engines after short/sprint races.
They can be really fast cars, but most of this flame is probably combusting engine guts:
